REGISTRAR

Location: Grand Turk

Job Summary: Reporting to the Academic Dean, the Registrar is responsible for the administration of policies and procedures to guide the administration, registration, records management and student affairs/services activities of the campus. The Registrar is also responsible for coordinating registration activities and maintain e records ensuring accuracy and confidentiality within the Turks and Caicos Islands Community College.

KEY FUNCTIONS AND DUTIES

  Administrative

  1. Develop the budget and operational plan for the registry
  2. Develops and implement systems and procedures for the management and maintenance of Trainee’s records, admissions, assessments, certification and accreditation.
  3. Prepares monthly reports, as well as other require reports.
  4. Establishes and maintain systems for the effective dissemination of information on the Turks and Caicos Islands Community College’s policies, programmes and activities to students, staff and the general public.
  5. Develops and implement systems in collaboration with the accounting department for the collection of fees.
  6. Monitors collection of fees and recommend/initiate actions where necessary to improve the process.
  7. Develop, recommend and implement approved policies and procedures to guide the operations of the registry.
  8. Prepares reports on admissions, assessments and certification as required.
  9. Authorizes the distribution of trainees/candidates packages
  10. Prepares and disseminate admissions and examination schedules for the Turks and Caicos Islands Community College.
  11. Participates in the conduct of facilities audits within the Turks and Caicos Islands Community College.
  12. Coordinates the notification of applicants on their acceptance status.
  13. Organizes and administer the records, registration and graduation functions, including transcript and credit transfers.
  14. Collect, record, maintain and report trainee’s records within prescribed guidelines (e.g. grades, registration data and transcripts).
  15. Represents the Turks and Caicos Islands Community College at meetings, conferences, and other functions as required.

 Technical/Professional

  1. Manages admissions, ensuring the timely processing of applications and dissemination of information to applicants.
  2. Coordinates the registration activities for the Turks and Caicos Islands Community College.
  3. Prepare and maintains records ensuring accuracy and confidentiality.
  4. Prepares transcripts and other records/information in accordance with established procedures.
  5. Coordinates and manages request of certificates from the Turks and Caicos Islands Community College.
  6. Distributes certificate for the Turks and Caicos Islands Community College.
  7. Provides guidance and develops appropriate recommendations for the implementation of related technology application in support of enhanced services offered through registration and records.
Other Duties

Performs any other related duties consistent with the category, nature, functions and objectives of the job.

QUALIFICATIONS and EXPERIENCE:

Qualifications:  Bachelor’s Degree in Educational Administration, Business Administration or Management Studies.

Experience:  At least three (3) years’ experience in a similar position

 Salary: Grade $43,111.20

ASSESSMENT MONITORING OFFICER

 

Location: Providenciales

Job Summary: Reporting to the Dean or Registrar, the Assessment Monitoring Officer is responsible for managing the administrative and operational functions of all assessments for certification. The job holder will ensure quality delivery of services, accuracy, confidentiality and quality of data and the integrity of the assessment and certification processes, thereby assisting in providing a pool of certified and competent workers.

 KEY FUNCTIONS AND DUTIES 

a.          Administrative Duties
  1. Coordinates the preparation, implementation and maintenance of operational systems, procedures and standards to guide the assessment functions of the Institute.
  2. Participates in the preparation of the annual budget, with specific reference to the local budget to support the achievement of the Institute’s strategic objectives.
  3. Prepares the work plan for staff within the span of control to support the achievement of the institute’s strategic objectives.
  4. Prepares reports.
  5. Ensures safety, security and proper use of physical resources within a span of control.
b.          Human Resource Management
  1. Provides leadership and guidance to staff through effective planning, delegating, communication, training, mentoring and coaching.
  2. Ensures that staff is aware of and conforms to the rules and regulations of the organization.
c.          Assessment and Records Management
  1. Accepts and process applications for assessment.
  2. Schedule assessments.
  3. Communicate assessments
  4. Coordinate external assessments in accordance with TCI TVET Institute standards, policies and procedures
  5. Coordinate the periodic review of test items and rubrics to maintain relevance and integrity of the assessment process
  6. Conducts external and internal moderation exercises
  7. Provides information on completion, certification and graduation to the Senior

Examinations Officer and Registrar

  1. Validates information entered on the training management system (TMS)
  2. Organizes and monitors activities and documentation in preparation for accreditation
  3. Ensures all corrective/recommendation made by related audits are implemented
  4. Ensures confidentiality and integrity of the operational and functional duties of the office
  5. Ensures the quality, accuracy, safety, security and confidentiality of all client/trainee records
  6. Screen applicants for the PLAR activities and execute orientation
  7. Communicate appropriately with applicant/ firms/organisation
  8. Conducts internal verification sampling to ensure quality and compliance with policies of TCI TVET Institute
4.          Other

SALARY: $51,114.74 per annum. Allowances are provided if this position is filled by overseas    candidates.

Human Resource Manager

Location: Grand Turk

Job Summary: Reporting to the Chief Executive Officer\President, the Human Resource Manager is a professional responsible for attracting, motivating, and retaining the most qualified talent by directing the administrative functions of the HR department. Due to the supervisory nature of this position, the Human Resource Manager will be called upon to handle employee-related services, regulatory compliance, and employee relations, coordinate training, among many other tasks.

The Human Resource Manager is responsible for ensuring that the overall administration, coordination, and evaluation of human resources plans and programs are realized. Therefore, his / her essential job responsibilities include:

  • Developing and administering human resources plans and procedures that relate to the TCICC personnel
  • Planning, organizing, and controlling the activities and actions of the HR department
  • Contributing to the development of staff, HR department goals, objectives, and systems 

Key Accountabilities

These responsibilities involve achieving the following tasks:

  • Creating and revising job descriptions
  • Implementing and coordinating the revision of the College compensation program
  • Conducting annual salary reviews
  • Developing, analyzing, and updating the Turks and Caicos Islands Community College’s manpower budget

College’s Human Resource Appraisal System

  • Developing, revising, and recommending personnel policies and procedures

Qualifications

Skills & Experience

The Human Resource Managers must possess;

  • Excellent decision-making, strategic thinking, leadership, interpersonal, and ethical conduct skills.
  • Minimum of 8 years’ progressive HR experience, with at least 5 years’ HR experience at the mid/high-management level in the for-profit sector.
  • Minimum 5 years’ leadership, supervisory or team management experience.

  • Highly effective written and oral communication and presentation skills.
  • Evidence of outstanding cultural competency and sensitivity to all dimensions of diversity in the workplace.

Chief Financial Officer

Location: Grand Turk

Job Summary: This is a senior professional position which is responsible for the prudent management of the business and financial services of The Turks and Caicos Community College (TCICC).  This position reports to the Chief Executive Officer\President and exists to be an enabler or supporter for other administrators and department heads, helping them determine how to accomplish their objectives and thereby providing a supportive foundation for organizational success.  As the College’s Chief Financial Officer, this position provides collaborative financial management leadership for the College; ensures the short and long-term fiscal health of the College; oversees the business practices of the College; and ensures that the budget is linked to and supports the College’s strategic plans.

Key Accountabilities

Financial Reporting and Planning 

  • Prepares and maintains long-term financial forecasts for all of the College’s funds.
  • Monitors both short and long-term internal and external financial and operational developments to ensure that forecasts are current and accurate.
  • Contributes to the College meeting its strategic objectives by assisting administrators and department heads in conducting financial analysis of current and proposed activities.
  • Monitors the College’s financial condition and provides budget information to budget supervisors.
  • Oversees preparation of monthly financial statements for the CEO of the College, the Board and the Ministry.
  • Provide financial reports to the College’s CEO, Board of Governors, Public Accounts Committee, other governmental agencies, and administrators on a regular basis.
  • Establishes, coordinates, maintains, and systematically review the process for financial evaluation of the College instructional and non-instructional programs and activities; serves as a resource to College personnel in determining the cost effectiveness of current and proposed initiatives.

 

Budget Preparation

  • Oversees preparation of the annual budget whereby organizational needs are identified, consensus on priorities is obtained, and translates the consensus into a financial plan.
  • Develops procedures that integrate business and strategic planning into the annual budget process.
  • Monitors external events and developments to ensure that budget preparation incorporates the most current information.
  • Uses a forecasting model to predict student enrolment.

Investment, Cash and Debt Management

  • Monitors cash flow, oversees investment activities to ensure appropriate supply of cash at highest possible yield on idle funds while complying with statutory limitations on types of investments.
  • Serves as an advocate for the College with rating agencies to ensure the highest possible rating for the College.
  • Ensures the timely collection of all accounts receivable.
  • Monitors cash reserves to provide maximum practical protection.

Business Services

  • Provides oversight and advice regarding the College’s financial risk.
  • Coordinate resource mobilization and revenue generating initiatives, including but not limited to contractual agreement for capacity building of staff on behalf of private sector companies in the TCI.
  • In collaboration with marketing manager, facilitate and promote the TCICC as a school of excellence to increase student enrolment and generate increase revenue.  Coordinates the purchasing activities of the College, including contract management.
  • Ensures that the College is in compliance with financial regulatory, legal, administrative, contractual, procedural, and accounting standards.

Public and Intergovernmental Relations

 Serves as an advocate for the College’s interests.  Represents the College by speaking to and making presentations to external groups who have the capacity to influence/affect the College’s successes.

Other

  • Supports College-wide management activities and contributes to their success. Serves as an advocate for and representative of management’s interests and position.
  • Represents, explains, and advocates management’s position when interacting with others.
  • Identifies the need for changes in policies, procedures, and processes and takes initiative to implement within assigned area of responsibility or make recommendations for change to responsible party.
  • Provides input into national legislative activities that impact higher education finance and the finances of the College.
  • Assists the CEO\President in developing and interpreting data relating to student services to ensure programs correlate with community needs.  Performs other related tasks as required.

Skills & Experience

  • Three to five years’ experience in a supervisory role in a College business office, or combination of education and experience commensurate with the requirements of the position.
  • Demonstrated ability to work cooperatively and collaboratively with College faculty, staff, administrators and governing boards.
  • Experience in operational and strategic planning, policy development, and financial analysis.
  • Experience and track record of success in dealing with auditors, regulators, and legal firms.
  • Proven planning, forecasting, cash management, and budgeting skills.
  • Proven experience in negotiating and securing financial facilities with banks, bond offerings, and others.
  • Interface with and understanding of human resources function desirable.
  • Awareness of and sensitivity to IT systems and reporting.
  • Experience in the management of significant business process improvement activities as well as compliance and controls.
  • Understanding of accounting standards and control/compliance cultures.
  • Ability to guide and work closely with CEO and Board of Governors.
  • Ability to work with top line executives in a multi-site system.
  • Ability to effectively communicate ideas and information in written and oral format to administrative staff, professional colleagues, governing boards, and the general public in large or small group settings.
  • Collaborative and sensitive, yet firm, leadership and management skills. Someone who is able to elicit participation and support from individuals and groups.

Qualifications

  • Master’s degree in accounting, finance, business, or related field. MBA preferred. Salary – US $66,548.00 per annum

Assistant to the Systems Administrator

Location: Grand Turk  

The Assistant Systems Administrator is a technical support position and reports to the Systems Administrator. He/She is responsible for supporting a team with their day-to-day operations of the institution’s computer systems and networks. This includes performing varied tasks, including monitoring, maintaining, and testing internet performance, ensuring the availability of computer networks for all users, and troubleshooting system failures and computer hardware and software issues. Persons filling this role will also be required to conduct training and support other network users within the organization. Additional tasks also include monitoring and evaluating the efficiency of operations and preparing systems and software documentation. The candidate must be competent and skilled in the following areas of computer repairs, networking and webpage design (php is preferred).

The prospective candidate must demonstrate strong competencies in completing the following duties:

  1. Assist in the preventative maintenance of computers and equipment:
    • Servicing
    • Installation of hardware/software
  2. Assist in networking of computers:
    • Making and ensuring ends/connectors are in place
    • Running of network wiring if needed
    • Plan network layout and maintenance  Check/configure modems/routers/switches
  3. Assist in Training and providing end-user support to:
    • ISIMS or any other student management information system used by the college (working with lecturers and chairs to ensure comfortable use of the system)
    • Moodle (guiding lecturers to build content, and add activities in Moodle)
    • Backup course content and roll over for next academic year.
  4. Assist in planning of technological improvements for the college

  5. Data Entry and Integrity
    • To support the Timetabling Officer with timetable data entry.
    • To accurately audit timetable data.
    • To support with the production of management reports.
    • To keep up to date and develop a sound understanding of the

College’s management information system/s.

  • To support the Assessments Officer with assessment/results data entry.
  • To support the Attendance Officer with attendance data integrity, helping to ensure all registers are completed.

Other Duties

  • To assist the Administration Team with the enrolment process at the start of each term.
  • To undertake any other duties commensurate with the status of the post, as deemed necessary by the Senior Leadership Team  Any other duty that may be required from time to time.

Qualifications

  • Bachelor’s degree in Information Technology and/or Computer Science or related fields
  • Professional CCNA or other certifications would be a plus

Skills and Experience

  • A minimum of three years’ experience working in an administrative position. (Essential)
  • Experience of working in an educational environment (Preferred)
  • Experience of working with databases (Preferred)
  • Able to communicate effectively with students and staff at all levels (Essential)
  • Working knowledge of Microsoft Office (Essential)
